Bremer Consulting has supported the following organizations with various emergency preparedness, response readiness, and community recovery initiatives.
Squamish-Lillooet Regional District
Led the regional recovery effort following the 2023 Downton Lake Wildfire. Completed a post-disaster needs assessment and developed a comprehensive recovery plan. Designed and implemented a coordinated recovery approach, chaired various working groups, and facilitated engagement between SLRD, provincial agencies, NGOs, and residents. Provided strategic guidance to advance infrastructure, environmental, and community recovery priorities.

Village of Cache Creek
Provided guidance and support throughout early and intermediate recovery following the 2023 Spring Freshet. Developed the community Recovery Plan, mentored village staff, coordinated recovery communications, organized community town halls, and supported the identification and navigation of recovery funding pathways.

Emergency Management & Recovery Planning | 2024–2025
Sumas First Nation
Supported Sumas First Nation in strengthening their emergency management and recovery resources through the development of an Emergency Management Policy Manual and an All-Hazards Recovery Plan. The work focused on clarifying governance roles, aligning emergency management practices with community priorities, and establishing a practical, culturally informed framework to guide recovery following future emergencies.
District of Sooke
Strategic Emergency Management & Climate Adaptation | 2024–2026
Supported the District of Sooke in strengthening its emergency management program and climate resilience through the development of an Emergency Program Strategic Plan and a Climate Adaptation and Natural Hazard Risk Assessment. This work focused on aligning emergency management priorities with long-term risk reduction, climate-informed planning, and organizational readiness to support future response and recovery efforts.
Emergency Preparedness, Community Resilience & Training | 2020–2025
Town of Sidney
Supported the Town of Sidney through a series of emergency preparedness and resilience initiatives, including the development of a Community Points of Distribution (CPOD) Activation Plan, delivery of EOC exercises, and implementation of a Neighbourhood Connectedness & Resilience Program. This work has strengthened operational readiness, staff coordination, and community-level capacity to respond to and recover from emergencies.
District of Oak Bay
Risk Assessment, Governance Readiness & Training | 2024–2025
Supported the District of Oak Bay with the completion of a Community Risk Assessment (HRVA), and carried out a series of emergency management trainings. Delivering Emergency Management training for elected officials, and senior management with EOC Essentials training and a tabletop exercise. This work strengthened hazard awareness, governance readiness, and operational decision-making to support effective response and recovery.
